Scope: The validation opinion does not provide an opinion on how the changes would impact: a) additionality; b) scale; c) applicability and application of the baseline methodology: d) compliance of the monitoring plan with the applied monitoring methodology; e) level of accuracy of the monitoring (VVS v.2 para 279 (c))
Issue: The DOE is requested to explain how it has validated the Post Registration Changes, in particular: (a) The estimated emission reductions, referring to the actual emissions reduction for the 5th monitoring period, as how the reductions from the Phase III have been considered; (b) The switch of train MC13 and M14 from Line 2 to Line 1. Furthermore, the DOE is also requested to submit (i) the tracked change of the revised PDD which indicates the changes, including the deleted parts; and (ii) the revised PDD in clean track.
