Scope: The monitoring report does not contain a description of the monitoring systems, quality assurance and/or quality control system employed by the project activity, data collection procedures (information flow including data generation, aggregation, recording, calculation and reporting), organizational structure, roles and responsibilities of personnel, emergency procedures for the monitoring system, and/or line diagrams showing all relevant monitoring points). as per PS version 09.0 paragraph 246.
Issue: 1) For parameter “operational solar cookers, n”, the registered monitoring plan (page 23) states that “the working group comprises 480 part-time coordinators. At the beginning of each quarter of a year, everyone should visit and survey one hundred households, one by one, and …” which indicates that 100% of the solar cookers will be monitored. However, the monitoring report (page 10) states that “For each parameter, 313 sample users were randomly selected from users within the project boundary”. The PP/DOE are requested to address this inconsistency. In doing so, please provide information (in the monitoring report) on the monitoring method and procedures for this parameter (i.e. the operational solar cookers (n));
2) For parameter “monthly operating time of each solar cooker, ti”, the registered monitoring plan (page 26) indicates that the households measure the usage time, and the monitoring team collects and sums-up the daily operating time data into a table. However, the monitoring report (page 7) indicates that usage time is measured by the CDM monitoring team. The PP/DOE are requested to address this inconsistency. In doing so, please provide information (in the monitoring report) on the monitoring method and procedures for this parameter which clearly identifies the functions of the households and the CDM monitoring Team.
