Submission incomplete:
1: In the PRC request, the TDL for electricity generated by the project activity (i.e. average technical transmission and/or distribution losses for providing electricity to the grid) is to be changed from 20% to 3% as per “Tool to calculate baseline, project and/or leakage emissions from electricity consumption” (version 01). However, page 68 of the revised PDD still mentions an application of the 20%.


2: The electricity consumption and electricity generation reported in the ER sheet are aggregated values, and are not traceable. In doing so, the ER sheet shall report the monthly values and reflect the aggregated values in a traceable manner.


3: Page 38 of the PDD states “the flare efficiency will be determined by Option B.1 of the methodological tool “Project emissions from flaring”, where the flare efficiency is measured in a biannual basis or, if the biannual measurements are not available, Option A of the methodological tool “Project emissions from flaring” will be used.”. In this monitoring period, option A (i.e. default value for flare efficiency) is applied directly without clarity on whether biannual measurements were carried out in priority. The DOE is requested to provide information on the availability of the biannual measurement.


4: Page 4 of the monitoring report mentions that non-recording of LFG related monitoring data during multiples time instants (e.g. from 05/02/2016 to 15/02/2016) occurs due to malfunction of monitoring system thus no emission reductions are to be claimed during those periods. However, claiming of emission reductions are still observed for those periods in the ER sheet (e.g. from 05/02/2016 to 15/02/2016, in the sheet “20152016”). In addition, the multiple time instants with malfunction are not specified completely, as only one example period (i.e. from 05/02/2016 to 15/02/2016) is mentioned in the monitoring report.
