1: Scope: The monitoring report does not contain a description of the monitoring systems, quality assurance and/or quality control system employed by the project activity, data collection procedures (information flow including data generation, aggregation, recording, calculation and reporting), organizational structure, roles and responsibilities of personnel, emergency procedures for the monitoring system, and/or line diagrams showing all relevant monitoring points). (EB48 - Annex 68 paragraph 10 (a) (ii) & EB 54 Annex 34).
Issue: Inconsistency between MP in the PDD and MR v2
The approved monitoring plan in the registered PDD specifies the electricity meter readings would be crosschecked with the sales receipts while, according to the monitoring report and the verification report , there is no receipt sales but instead, the meter readings at the 34.5 kW sub-station are crosschecked with official records.
The DOE shall clarify: a) how the monitoring was conducted in line with the approved monitoring plan; and b) the sources of the official records (which meter readings) used for the crosschecking.

Monitoring report includes calibration information of one meter (ION 8500, serial number PQ-0604A0) while the validation report includes calibration information of 7 meters: ION 8500, serial number: PQ-0604A002-03, PQ-0604A006-03, PQ-0604A007-03, PQ-0604A018-03, PQ-0604A017-03, PQ-0604A004-03 and ION 8600A, serial number PT0910A521-01. It is not clear: a) what other meters measure; b) how the measurements are used for the calculation of the net electricity output; and c) why information on other meters are not included in the monitoring report.
VR also mentions meter 8600A in the auxiliary services, dates of calibration 09/12/2010, validity 08/12/2011 and 13/11/2011 validity 12/11/2012, not in the MRv2.
