Submission incomplete:
1: Scope: The monitoring report does not contain the implementation status of the project (including a brief description of the installed technology and/or equipments, relevant dates of project activity e.g. date of construction, commissioning, continued operation periods, etc.) during the monitoring period under consideration. (PS v07.0 para 248 (a)(b)(c))
Issue: The VR (pg. 9) has reported that the project began construction on 21/05/12; the first turbine started operation on 27/09/2012 and all the turbines were in operation on 09/10/2012. The DOE evidenced these activities from the commissioning report. The VR (pg. 9) has reported that the details of the commissioning dates are provided in the monitoring report. However, these details are not found on the submitted monitoring report. In addition the references for the commissioning report (Ref No. 18) and the PPA (Ref No. 10) provided by the DOE are not dated.
2: Scope: The verification report does not state that the monitoring has been carried out in accordance with registered or the accepted revised monitoring plan. (VVS v07.0 para 278)
Issue: The DOE (pg. 13) raised CL No. 6 “The value from the meter reading showed various differences with the value from the sale receipts for EGexport,y from 09/11/2012 to 20/11/2012 and for EGimport,y for the complete monitoring period”. In response it is stated that “or For EGimport,y, the difference was caused by the sharing of transmission lines. Values of EGimport,y in sales receipts were the portion attributable to the project activity confirmed by the grid company. They varied from the values in meter reading records”.
However, information on sharing of the transmission lines has not been reported in the submitted monitoring plan or the verification report.
