. Gujarat forum on CDM respectfully submit the following comments on the Project Design Document (PDD) Grid Interactive Solar Photovoltaic Power Project in Gujarat, India envisaged by Louroux Bio Energies Limited (LBEL) We thank the CDM Executive Board and Designated Operation Entity (DOE) for recognizing the integral role of transparency in CDM Validation process, and for taking this comment into consideration.
The project is not appropriate for the following points

o	The direct and indirect employments have been considered as the indicators for the Social and economical well being, but no data has been given regarding the no. of additional direct and indirect employments will be created and no of person days will be created due to the proposed project. 


o	No justification has been given regarding the selection of sites for installation of Solar Energy and how the land was previously used?


o	No study was conducted to assess the impact on the availability of grassland and dependent live stocks on the grassland in the project village and nearby villages and how much grasslands are available for the animals? And is their any negative impact on the availability of the grassland due to the project.

o	For creating awareness for local stakeholder consultation the notice was not published in any newspaper so the information is not widespread and people participation was low. Due to this the consultation is not comprehensive.

o	The project developer has not shown any commitment towards the sustainable development indicators, which are integral part of the CDM Projects. There is no description about the efforts that will be taken for improving the sustainable development in the region.
