Implications of the inclusion of reforestation of lands with forest in exhaustion as afforestation and reforestation clean development mechanism project activities

The CMP, by decision 2/CMP.4 "Further guidance relating to the clean development mechanism", paragraph 42, requested the Executive Board of the clean development mechanism (CDM) to assess the implications of the possible inclusion of lands with forests in exhaustion as afforestation and reforestation clean development mechanism project activities, taking into account technical, methodological and legal issues, and report back to the CMP at its fifth session.

The CMP, by decision 2/CMP.5 "Further guidance relating to the clean development mechanism", paragraph 28, requested the SBSTA to assess the implications of the recommendation regarding "forests in exhaustion", as contained in annex I to the annual report for 2008-2009 of the Executive Board of the CDM (FCCC/KP/CMP/2009/16).

The consideration of this issue was initiated at SBSTA 32 and was continued at subsequent SBSTA sessions, as summarized below.


SBSTA 44

The SBSTA noted the information collected through submissions from Parties in the course of the consideration of this agenda sub-item, as contained in documents FCCC/SBSTA/2011/MISC.12, FCCC/SBSTA/2011/INF.15, FCCC/SBSTA/2012/MISC.10 and FCCC/SBSTA/2014/CRP.2. 89 and agreed that the consideration of this matter would continue at SBSTA 46.

SBSTA 42
(Bonn, 1-11 June 2015)

SBSTA 42 considered this agenda sub-item and invited Parties to submit their further views on this matter via the submissions portal by 9 March 2016. It further agreed to continue its consideration of this matter at SBSTA 44 with a view to reporting on the outcomes of that consideration at CMP 12.

 The SBSTA continued its consideration of this agenda sub-item. However, consultations on this issue remained inconclusive. In accordance with rule 16 of the draft rules of procedure being applied, the item was forwarded to SBSTA 42.

The SBSTA took note of the views of Parties and admitted observer organizations (contained in FCCC/SBSTA/2014/MISC.1). However, consultations on this issue remained inconclusive. In accordance with rule 16 of the draft rules of procedure being applied, the item was forwarded to SBSTA 41.

SBSTA 38
(Bonn, 3-14 June 2013)

The SBSTA continued its consideration of this issue and invited Parties to submit to the secretariat, by 19 February 2014, their views on the implications of a possible revision to the eligibility of lands as CDM afforestation and reforestation project activities during the second commitment period of the Kyoto Protocol.

The SBSTA took note of the submission from a Party (FCCC/SBSTA/2012/MISC.10) and agreed to continue consideration of this agenda item at SBSTA 38.

SBSTA 35
(Durban, 28 November-3 December 2011)

The SBSTA took note of the views of Parties and admitted observer organizations (FCCC/SBSTA/2011/MISC.12) and the synthesis report prepared by the secretariat on the views submitted by Parties (FCCC/SBSTA/2011/INF.15) and agreed that the definition of "forest in exhaustion" as contained in annex I of document FCCC/KP/CMP/2009/16 requires further clarification. The SBSTA agreed to continue the consideration of this matter at its thirty-sixth session.

The SBSTA invited Parties and admitted observer organizations to submit to the secretariat, by 28 March 2011, their views on the implications of the inclusion of reforestation of lands with forests in exhaustion as afforestation and reforestation clean development mechanism project activities and requested the secretariat to prepare a synthesis report based on the views submitted. The SBSTA agreed to continue the consideration of this matter at its thirty-fifth session.
