Call for experts : opportunity for ad-hoc work on CDM

Background
At its sixty fifth meeting, the CDM Executive Board encouraged the secretariat to endeavour
to continue to process submissions within a time frame urged by CMP at its sixth session and
to closely monitor and manage the resource requirements needed to deal with expected increase
in number of submissions in 2012.
The secretariat is compiling a list of experts who could be called upon to undertake assessments
of submissions, of requests for registration of CDM project activities and requests for issuance
of certified emission reductions (CERs) to ensure that reports meet the required standards.
Call for experts
Experts fulfilling the competence requirements listed below are invited to apply to be considered
for inclusion in the list. A Framework Independent Contractor Agreement will be entered with each
expert, constituting an agreement about the terms and conditions that would apply for specified tasks
and duration. The Framework Contract will be complimented with a Conflict of Interest and Scope of
Work documents that will include detailed information on the specific assignment and remuneration
for each task.
The Expert shall perform the services in a professional manner under the general guidance of the
Sustainable Development Programme of the secretariat and shall be accountable to the Programme, as
applicable, through the UNFCCC.
The work will be performed remotely and all tasks will be submitted electronically. There will be no
travel required with regard to performance of the specific tasks. However, travel to Bonn for initial
training and occasional assessment work may be required.
Competence requirements
To be considered suitable, the expert shall:
| (a) | Be familiar with the guidelines for the implementation of Article 12 of the Kyoto Protocol and relevant decisions of the Conference of the Parties (COP) and/or the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP); | |
| (b) | Have recognized experience and/or knowledge relevant to the compliance of project-related submissions with the relevant CDM requirements including Modalities and Procedures and Standards adopted by the Board; ; | |
| (c) | At least three (3) years of directly relevant experience, preferably in the area of project based-mechanisms, regulation or technical/financial assessments; | |
| (d) | Be able to communicate fluently, in English both in writing and orally. A working knowledge of other United Nations languages is desirable; | |
| (e) | Have excellent drafting skills, strong operational and analytical skills; | |
| (f) | Possess a University degree in engineering, chemistry, environmental science, environmental law, economics/environmental economics, or a related scientific/technical discipline; | |
| (g) | Be free from any interest that might cause the expert to act in other than an impartial and non-discriminatory manner. |
