1) Refer to paragraph: Paragraph 412(a)(iv) of version 2.0 of the VVS

The updated combined margin emission factor was determined by the Sri Lanka Sustainable Energy Authority, based on information from the national energy balance. According to Excel spreadsheet containing the calculation, the electricity generated and CO2 emitted in 2016 by power plants in the operating margin (4,460.4 GWh and 1,551,881 tCO2) is lower than the electricity generated and CO2 emitted by power plants included in the build margin (4,465.7 GWh and 4,203,018 tCO2). The DOE is required to explain how it has validated the methodological choices, given that according to the applicable version of the "TOOL07 : Tool to calculate the emission factor for an electricity system" the power plants included in the build margin represent a share of the total power plants connectd to the grid (either the 5 most recent build plants or the plants representing 20% of the total generation). When doing so, the DOE shall submit the spreadsheet containin the complete calculation of the Operating Margin and the Build Margin.
