As per the PDD, average Operating Margin with ex-ante option is used for the second crediting period. Paragraph 42 (a) of the applicable Tool07 “Tool to calculate the emission factor for an electricity system, ver. 07” requires using a 3-year generation-weighted average, based on the most recent data available at the time of submission of the CDM-PDD to the DOE for validation. However, the EF spreadsheet (workbook “Ex-Ante”, cell E37) indicates that the average Operating Margin is calculated as a simple average, whereas the Tool requires this to be generation-weighted average. The DOE is requested to further substantiate how it validated the calculation of the operating margin (OM) in compliance with Tool07.
