Clarification. Use of versions 05.0, 06.0 and 07.0 of the CDM project standard, CDM validation and verification standard and CDM project cycle procedure

1. Introduction

1. At its eightieth meeting, the Executive Board of the clean development mechanism (CDM) (hereinafter referred to as the Board) considered the issue of whether to provide a grace period for the mandatory use of version 07.0 of the “CDM project standard” (PS) (CDM‑EB65‑A05‑STAN), “CDM validation and verification standard” (VVS) (CDM‑EB65‑A04‑STAN) and “CDM project cycle procedure” (PCP) (CDM-EB65-A32-PROC), which became effective on 25 June 2014, recognizing that, while version 07.0 of these documents simply introduced rules relating to standardized baselines and batched issuance requests for programmes of activities (PoAs) without affecting other rules, the application of them would still require updating references to these documents (e.g. paragraph numbers) in the documentation required for various steps in the CDM project cycle.

2. The Board also recognized a similar situation occurred when version 06.0 of the PS, VVS and PCP became effective on 11 April 2014, which simply introduced rules relating to carbon dioxide capture and storage without affecting other rules.

2. Clarification

3. The Board clarifies that it has provided a 240-day grace period from 25 June 2014 to 19 February 2015 for the use of version 07.0 of the PS, VVS and PCP, during which period any of the versions 05.0, 06.0 or 07.0 of the PS, VVS and PCP may be used for the purpose of:

(a) Publication of a project design document (PDD), or programme of activities design document (PoA-DD) and specific-case component project activity design document (CPA-DD), for global stakeholder consultation;

(b) Submission of a request for registration of a project activity or PoA;

(c) Inclusion of a specific-case component project activity (CPA) into a registered PoA;

(d) Submission of a request for post-registration changes to a registered project activity or PoA (including its generic or specific CPAs);

(e) Publication of a monitoring report;

(f) Submission of a request for issuance of certified emission reductions (CERs);

(g) Submission of a notification of intention of renewal of crediting period of a registered project activity or renewal of a registered PoA;

(h) Submission of a request for renewal of crediting period of a registered project activity, or for renewal of a registered PoA.

4. The Board also agreed to clarify that, from 20 February 2015, neither version 05.0 nor 06.0 of the PS, VVS and PCP shall be used for any request for registration, issuance or renewal (of crediting period) even if the corresponding PDD, PoA-DD, CPA-DD or monitoring report that applies version 05.0 or 06.0 of the PS, VVS and PCP has been published or submitted in accordance with paragraph 3 (a) , 3 (e) or 3 (g) above .
