The project activity is expected to result in a reduction in anthropogenic emissions by sources of greenhouse gases that are additional to any that would occur in the absence of the proposed project activity, in accordance with paragraphs 43 to 52 of the CDM modalities and procedures;

The baseline and monitoring methodologies comply with requirements pertaining to methodologies previously approved by the Executive Board;

Provisions for monitoring, verification and reporting are in accordance with decision 17/CP.7, the CDM modalities and procedures and relevant decisions of the COP/MOP;

The following are requirements derived from paragraph 40 of the CDM modalities and procedures:

Additional information
1) The DOE is requested to assess the accuracy and suitability of the input values for the investment comparison analysis, in particular the total investment cost and the O&M costs considering that:
(i) The  DOE validated the contract for one of the sub-items of the total investment cost as 355.2 million RMB, which is higher than the corresponding sub-item value in the FSR used for sourcing the total investment cost for the project (1,365.28 million RMB or 5,483 RMB/kW) for calculating the project IRR. However, the other sub-items included in the total investment cost are not assessed and crosschecked. Furthermore, it is observed that a registered project activity in the same region used by the DOE for cross checking other input values has applied a substantially lower investment cost per kW. The DOE has not provided a validation opinion why it did not consider using the investment cost from this registered CDM project to cross check the suitability of the investment cost.

(ii) The DOE validated the annual O&M cost of 75,367,201 RMB/Year (project scenario P4) and 72,416,477 RMB/Year (baseline scenario P2) include the repair cost, salary& social welfare, materials fee, water fee, sewage charges, miscellaneous cost and the insurance fee. However, the DOE has not validated the accuracy and suitability of the higher O&M input value for the project scenario. Please refer to VVS ver. 09 paragraph 129.
