Please indicate reasons for the request for review
1) The revised monitoring plan indicates that the parameter EIgrid,y (Carbon Emission Factor (Eskom Grid Emission Factor)) shall be updated yearly based on Eskom reports. However, for this monitoring period the value used was sourced from the approved standardized baseline ASB0001 ("Grid Emission Factor for the Southern African power pool”, Version 01.0). The DOE is further requested to clarify how it has verified that the applied grid emission factor sourced from the Standardized baseline ASB0001 is appropriate for the emission reduction calculation, considering that (i) the registered PDD and the revised monitoring plan do not have provision for the application of approved standardized baseline ASB0001; and (ii) the monitoring plan indicates that this parameter is to be updated every year. In addition, the DOE is also requested to substantiate why a post-registration change request was not submitted for the Board approval if Standardized Baseline ASB0001 was intended to be applied for this monitoring period. Please refer to Paragraph 390 from the VVS version 9.0, and to paragraph 289(e) from the PS version 9.0.
