Call for public input on the draft revision of methodological tools "Tool to calculate baseline, project and/or leakage emissions from electricity consumption" and "Tool to determine the mass flow of a greenhouse gas in a gaseous stream" (10 July to 8 August 2015, 24:00 GMT)

The Methodologies Panel sought inputs on the top-down revision of following methodological tools:

A.     “Tool to calculate baseline, project and/or leakage emissions from electricity consumption”. The draft revision:
         • Expands the applicability of the tool to cover baseline emissions from electricity generation;
         • Includes monitoring parameters for amount of electricity generation and consumption;
         • Consolidates and improves the monitoring requirements contained in various methodologies related to amount of electricity generation and consumption;
         • Simplifies the monitoring requirements based on issues identified through PRC analysis, review of methodologies;
         • Provides flexible and objective requirements for monitoring of amount of electricity generation and consumption;
         • Includes data handling protocol for missing data.

B.     “Tool to determine the mass flow of a greenhouse gas in a gaseous stream”. The draft revision simplifies procedure for mass flow monitoring of methane in biogas.

The issues identified and proposed solutions related to the revision of above tools are presented in the accompanying information note "Simplification of monitoring in methodologies", as contained in annex 18 to the report of the 67th meeting of the Meth Panel, which outlines the general method adopted by the Meth Panel to analyse the monitoring requirements as well as the result of the research done pertaining to this revision.

Stakeholders were invited to provide their inputs on the draft revised methodological tools, as contained in annex 17 and annex 19 of the report of the 67th meeting of the Methodologies Panel using the commenting table found here .

The scope of the public input shall include but is not limited to text highlighted in the draft revised methodological tools, as contained in annex 17 and annex 19 of the report of the 67th meeting of the Methodologies Panel.

The call for inputs from stakeholders was open from 10 July to 8 August 2015 (24:00 GMT).
