EB Clarifications EB38/Report (extract), Paragraph 17: The Board clarified that the term "reference plant" used in the approved methodology ACM0006 is defined as a "commonly installed new biomass residue fired co-generation power plant in the respective industry sector in the country or region". The comparison should exclude plants implemented as CDM project activities, as referred to in paragraph 60. In cases where no such plant exists within the country, the reference plant (and its electrical efficiency) should be identified through economic analysis to identify the most probable situation in the baseline for generating the same amount of electricity (which could be partially produced by a reference plant and partially by power plants connected to the grid) and heat, as anticipated to be produced in the project activity.

EB37/Report (extract), Paragraph 22: The Board clarified that the applicability condition in scenario 14 of the approved consolidated methodology ACM0006, which states "the thermal firing capacity is maintained", implies that the quantity of biomass used for energy generation in the project activity and baseline is the same. The Board clarified that this scenario is not applicable to project activities in which the biomass used in project activity is greater than that in the baseline. The Board clarified that if the project activity results in an increase in thermal firing capacity, then the following implications are not addressed in the methodological procedures for this scenario: (i) increase in capacity to generate electricity would occur, whereas, the formula to calculate additional electricity generation from the project activity assumes that electricity generation in the baseline is the same as historic generation; and (ii) increased use of biomass in the project activity, whereas, the scenario does not provides procedure to assess the baseline use of incremental biomass.

EB34/Report (extract), Paragraph 13: The Board agreed to inform the DOEs that in validating CDM project activities that apply approved methodology ACM0006 the consideration of baseline alternatives should not be restricted to only the alternatives mentioned in the approved methodology, but also consider any other realistic and credible alternatives relevant to the concerned project activity.
