Project participants invited to express interest to use the Online Platform for Voluntary Cancellation of CERs

CDM Project Participants are invited to express interest to use the online platform for voluntary cancellation of CERs.

The platform will enable project participants holding CERs in the CDM registry to offer them for sale to the general public for the purpose of immediate voluntary cancellation. The platform will launch on 22 September 2015, and it will be free of charge for users.

To express your interest, please send an email to goclimateneutralnow@unfccc.int indicating the project/POA number(s) from which you would like to offer CERs. You will receive further instructions on how to use the platform once your request has been received.

What is the online platform for voluntary cancellation of CERs?

The CDM Executive Board requested the UNFCCC secretariat to provide an online platform integrated with the CDM registry that would enable project participants to offer CERs to anyone who wishes to purchase and cancel them for any purpose.

The platform functions in a similar way to eBay or Amazon where users can search and identify CERs on the basis of different criteria, add them to a shopping basket, and pay the asking price using a PayPal account or a credit card.

Confirmed payments will instruct the CDM registry directly to process the voluntary cancellation of purchased CERs. The platform will issue attestations of cancellation for each purchase.

As a seller of CERs, what does the platform offer me?

The platform offers you a way to reach out to the general public and offer for cancellation CERs that you hold in the CDM registry at a price determined by you. The platform will be promoted by the UNFCCC secretariat, exposing your CERs to a broad range of potential users.

The use of the platform is voluntary, at no cost, and allows you to do the following:

(a)       Create offers for each issuance by specifying quantity, price and a tax rate if applicable.

(b)       Modify the offers online at your convenience;

(c)       Receive your payments through a PayPal business account. Further payment methods may be offered in the future;

(d)       Receive a notification when a transaction involving your CERs is completed;

(e)       View your transaction history and maintain your account.

How do I express interest and what are the next steps?

To express your interest please respond through your project’s focal point for scope (a) or a holding account representative to the following e-mail address: goclimateneutralnow@unfccc.int indicating the project/POA number(s) from which you would like to offer CERs.

You will receive further instructions on how to obtain a seller account and on how to use the platform once your request has been received.

Expressions of interest in using the platform can be submitted at any time. However,  requests to open a seller account in time for the launch of the platform should be submitted prior to 31 August 2015.
