Description
The project is a 2.4 MW Wind power project in Galapagos, Ecuador. Before the project activity the electricity of the island has been produced to 100% with diesel generators. The project activity replaces up to 50% of the diesel generated electricity in the grid by renewable wind energy. In the registered monitoring plan the parameter “Diesel consumption” of the remaining three diesel generators is one of the parameters to be monitored, even though the wind generation is separately fed into the grid and measured with own electricity meter.
The monitoring plan requests that the parameter “Diesel consumption” shall be calculated based on daily readings on marked scales located at the diesel storage tanks. During on-site visit it was recognized that the diesel consumption has been calculated on basis of hourly generated electricity by diesel generators. The original scales at the storage tanks are still in place and can be used for upcoming monitoring periods. The procedure of monitoring of the parameter “diesel consumption” was changed by the PP because it could be better included into the daily workflow.
Assessment
A revision of monitoring plan is not required because the installed equipment to monitor the parameter “diesel consumption” is still in place as described in the monitoring plan of the registered PDD. During the next monitoring period the parameter “diesel consumption” can be measured and calculated as described in the registered monitoring plan.
During on-site visit for the first periodic verification (at beginning of the second monitoring period) the DOE pointed out the deviation from the MP. As a consequence, the PP decided to change the monitoring back to the procedure as per registered monitoring plan. The implementation of the original procedure was re-established on January 20, 2010. The right implementation and realization of the procedure according to the registered monitoring plan will be verified during the next verification.
Notification of changes from the project activity as described in the registered PDD is not required because no equipment has been changed or has been additionally implemented.
Impact
The parameter “diesel consumption” has no impact on the estimates of emission reductions. The emission reductions are calculated on basis of the electricity produced by the wind turbines, measured by a separate meter. The monitoring of “diesel consumption” is not required by the methodology AMS I.D. The calculation of emission reductions follows as per AMS I.D. ver. 10.
The parameter “diesel consumption” was included in the monitoring plan after completeness check, even though it is not necessary to calculate the emission reductions of the project activity.
