Description
The deviation is about the adjustment of metered data from electricity meters monitoring the net electricity generated (EGProject plant, y) and the electricity consumed at the project plant (ECPJ,y), due to lower meter accuracy than that described in the approved monitoring plan of project 2230, Jiangsu Rudong Biomass Power Generation Project. The deviation will be applied to the first monitoring period, 04 Jun 2009 - 31 May 2010, of the project.

Description of noncompliance with the monitoring plan

As per the registered PDD, the net electricity generated (EGProject plant, y) and the electricity consumed at the project plant (ECPJ,y) are measured by two bi-directional electricity meters. The gateway meter (M1), owned by the JiangSu Electric Power Company (JSEPC), is installed at the input side of the Juenan Substation, and the crosscheck meter (M2) is installed at the output side of the main transformer of the project plant. The locations of the two meters are illustrated as follows:

The accuracy of both M1 and M2 should be 0.2S, as described in both the original monitoring plan of the registered PDD and the revised monitoring plan approved by the EB on 06 September 2010. In reality, however, two electricity meters with the accuracy of 0.5S have been installed since operation of the project and have not been replaced with two 0.2S meters until 30 April 2010. Although the noncompliance has been recognized by the project owner right after the registration of project 2230, as the replacement of the two meters is definitely related to determining the amount of electricity sold to the power grid by the project, it took much time for the project owner and the grid company to negotiate and finally reach agreement on the issue. As a result, the replacement of meters took place on 30 April 2010.


Solutions to addresss the nonconformity

The accuracy of the two electricity meters actually installed during the time period of 04 Jun 2009 to 30 April 2010 is 0.5S. The accuracy level was confirmed via regular calibrations in accordance with the relevant industrial standard , revealing that the meters are in the range of the permissible error and thus that the maximum possible error of the two meters during the time period is 0.5%. Therefore, the uncertainty in ER calculation caused by noncompliance of the meters can be eliminated by adjusting the metered data by their actual accuracy level in a conservative manner.

To be specific, in calculation of the baseline emissions for the time period, the net electricity generated at the project power plant (EGProject plant, y) will be decreased by 0.5% and, in calculation of the project emissions for the time period, the electricity consumed at the project plant (ECPJ,y) will be increased by 0.5%.
Assessment
Since the meters with the lower accuracy level will be replaced, this is just a temporarily deveation from the monotoring plan and not a constant deviation lasting for the entire monitoring period.
Impact
The deviation, with conservative adjustment of the metered data, will impact the emission reductions achieved by the project activity between 04 Jun 2009 and 30 April 2010 in the following aspects:

1. Baseline emissions: The net electricity generated at the project power plant (EGProject plant, y) during the time period is 107,891.52 MWh, as metered by M1/M2 with accuracy of 0.5S. With a deduction of 0.5%, the baseline emissions during the time period will be decreased by 107,891.520.5%0.9047 (the EF of the power grid) = 488 tCO2e.

2. Project emissions: The electricity consumed at the project plant (ECPJ,y) during the time period is 389.664 MWh, as metered by M1/M2 with accuracy of 0.5S. With a raise of 0.5%, the project emissions during the time period will be increased by 389.6640.5%0.9047(1+20% (TDL)) = 2 tCO2e.

3. Emission reductions: Collectively, the emission reductions of the project during the time period will be decreased by 490 tCO2e as a result of the deviation.
