Description
Deviation approval is requested for the following:1. Not testing the check meter at the Chaskaman plant2. Not matching the readings of the check meter at Chaskaman plant with the main meter 29/12/2008 onward.The revised monitoring plan states that both [the main and the check meter] meters shall be tested for accuracy every quarter of the water year. The monitoring plan also states that the readings of both the meters will be matched every month.The project activity has two plants at different locations. Each of these plants has a main meter and a check meter.The check meter is under the control of MSEDCL, the local electricity distribution company. MSEDCL did not test / calibrate the check meter during the current monitoring period. Project participant had sent reminders to MSEDCL for the testing the meters. While MSEDCL tested the main meter twice, it did not test the check meters at the two locations of the project activity.Further, the check meter at the Chaskaman plant was defective since 29/12/2008. Thus it is neither possible to test this check meter nor is it possible to cross check the readings with respect to the main meter after this date.
Assessment
The non-testing of the check meters were reported during the previous verifications also. It appears that the same may happen in the future and hence a revision to the monitoring plan may be warranted.The verification team considered this point and decided to request a deviation for the current monitoring period only instead of the revision to the monioting plan for the following reasons:1. The project participant had confirmed that the testing of the check meters has been ensured for the subsequent monitoring period, which has already started. 2. Project participant has also committed that the testing will be ensured in all the subsequent monitoring periods of the current crediting period. 3. Revision to monitoring plan would only reduce the frequency of testing which would not be advisable.
Impact
It is to be noted that the deviation is requested only with respect to the check meter testing and cross checking the data with the main meter, for the current monitoring period.According to the monitoring plan, the CERs are calculated using the quantity of net electricity exported. This is, in turn, calculated using the total electricity exported minus the electricity imported. The electricity exports and imports are recorded by the main meter and this reading is taken for all the payments by the MSEDCL to the Project Participant .During the current monitoring period, the main meter was tested twice while it was required to be tested 4 times. However, project participant has conducted the testing of the main meter at a delayed date, on 30.06.2009, which is beyond the current monitoring period . The main meter was observed to be within its accuracy levels during this delayed testing. Project participant therefore has proposed to use the readings of the main meter, (after application of the maximum accuracy limit of the main meter to the measured values), for getting the total quantity of electricity exported to the grid. This is in line with the draft guideline for compliance to calibration frequency [EB49 Annex 9]. Project participant has also proposed the use of invoice data for cross checking these values. A separate revision to the monitoring plan, being submitted in parallel to this request, includes this provision.Thus, it is clear that the deficiency in the check meter readings / testing / calibration will not affect the estimates of the emission reductions with the use of approved methodology as existing and with the deviation.Since check meter is not accounted for calculation of CERs for the current monitoring period, there is no impact of the same on the CER estimates.
