It is confused that Capacity Optimization Report was made in December 2005. The date was later than the time of decision making in October 2005. In Capacity Optimization Report, "According to the country’s Western Development policies on hydropower station investment, the income tax is exempted for the first three years, and the income tax rate is 15% after three years."
