The operational/applicant entity working on this project has decided to make the Project Design Document (PDD) publicly available directly on the UNFCCC CDM website.

Submission of comments to the DOE/AE Compilation of submitted inputs: 
Generally speaking, this project is not a true CDM project. They used Fake data and fake documents to apply for a CDM project. Please see the following for the details:
1.	Installed capacity 7.25 MW is not a true datum, please make a visit on site and see if the installed capacity brand is a fake brand.
2.	IRR=14.45%(Which comes from FSR and highlight with yellow color in FSR ) is higher than benchmark IRR(10%), if there are any other version FSR, they must be made for the purpose of CDM only and made the fake FSR.
3.	key events in the development of the project are all fake processes and relative docs are fake docs.
4.	Page 15 of PDD “Considering the low cost/must run resources only constitute 36.86%、35.99%、39.16% 、38.99% and 35.80% of total generation of CCPG from the year 2002 to 2006, respectively (China Electric Power Yearbooks 2003-2007).”，the data copy from other pdd and are not a right calculation.
5.	Stakeholders’ comments is also a fake process, the questionnaires are fake docs.
6.	There are two docs attached, one is a picture ant another is the FSR.
