Submission of comments to the DOE/AE Compilation of submitted inputs:
Please consider the following aspects of the project that needs to be looked into:
i) Section A.9.1. The start date of an A/R CDM project coincides with the start date of plantation i.e.  is the date at which the implementation or real action of an SSC A/R CDM project activity begins, resulting in actual net GHG removals by sinks. So the applied date 2nd September 2010 is not correct. The date should coincide with the first plantation carried out on site as evident from plantation records. It is interesting that the prior consideration of the project was received on 2nd March 2011, which is just within six months of project start date in keeping with the "GUIDELINES ON THE DEMONSTRATION AND ASSESSMENT OF PRIOR CONSIDERATION OF THE CDM". Hence considering the plantation season in India, the plantation activity must have started earlier than 2nd September, 2010. Thus for this the project CDM was not seriously considered in the decision to implement the project activity.   
ii) In Section B.7 Barrier Analysis,it has been mentioned the project is "first of its kind". This is a blatant lie. Partnership of local communities and NGOs with multinational donor support is a model of reforestation activities in West Bengal.

iii) I dont understand why the project proponent has not considered recurrent natural disasters including cyclones and soil erosion as one of the barriers for establishing sustainable plantations on exposed mudflats.

Having said this, the initiative is very commendable and I hope the project confirms to CDM guidelines.
