Going through the PDD for the “Integrated Municipal Solid Waste Processing complex at Kanpur in UP”, there were several key areas of concern that I came across specially regarding the IRR calculation assumptions given in section B.5.
1) RDF, Compost & brick prices are all assumed to be 0.7 Rs/Kg, which is a gross under valuation as none of the RDF or compost currently go out on such low rates here in India. While compost sells at 2-3 rs/ton for farmers and even as high as 20 Rs/Kg for retail consumption in gardens & homes. (These prices quotes from local areas like lucknow etc can also be sourced out from http://www.compost-india.com/)
2) Simmilarly for RDF the prices 0.7 Rs/Kg is againa gross underestimation as prices normally go atleast twice as much.
3)	Also I am afraid the Project Proponent hasn’t considered revenue s from ULB (Urban Land Body) for collection & transportation of waste which the PP would be charging from the Municipality of Kanpur which may even amount to RS 100/Ton for the 1500 tonnes of waste being collected which should be included specially if the collection expenses are put up as part of the Project costing given the project cost of 74 crore.
