Small Scale Panel

The Executive Board, on its third meeting, agreed to establish a small scale CDM Panel with the aim to recommend simplified modalities and procedures for small scale CDM project activities to the Executive Board.

The SSC Panel met three times and finished its work with the result of a final recommendation to the Executive Board on its fifth meeting.

At its fifth meeting 1-2 August 2002 in Bonn, the Board:

  • Agreed to make publicly available annexes A to C to the recommendations by the SSC Panel on "Draft simplified modalities and procedures for small-scale CDM project activities" for comments (from 9 August to 23 August) and invited the Meth Panel to consider these annexes at its next meeting.

  • Agreed to continue considering issues related to small-scale CDM project activities at its next meeting.

  • Agreed that the point in the project activity lifetime at which reference values are to be applied for small-scale CDM project activities is defined as follows: If the maximum reference value of a small-scale CDM project activity (as referred to in paragraph 6 (c) of decision 17/CP.7) is exceeded on an annual average basis during any verified period, CERs should be issued only up to the maximum value.

  • Agreed to recommend to COP 8 simplified modalities and procedures for small-scale CDM project activities and clarifications on definitions of eligible activities, as contained in the report of the Board to COP 8.

At its fourth meeting 9 -10 June 2002 in Bonn, the Board:

  • Took note of the report of the first meeting of the panel to recommend draft simplified
    modalities and procedures for small-scale CDM project activities (SSC Panel) and agreed to invite two
    members of the SSC Panel to make a presentation to the Board at its fifth meeting on its
    recommendations on simplified modalities and procedures for small-scale CDM project activities.

The Board in order to enhance the regional balance of the SSC Panel selected the following two Panel members in accordance with rule 29 of it's rules of procedure.

At its third meeting 9-10 April 2002 in Bonn, the Board:

  • Agreed to establish the panel which is to recommend simplified modalities and procedures for small-scale CDM project activities to the Board (SSC Panel). The Board selected the following panel members;

    Mr. Binu Parthan

    Mr. Lasse Ringius
    Mr. Taishi Sugiyama

  • In order to enhance the regional balance of the SSC Panel, invited members to submit one nomination for an expert from the Caribbean and one for an expert from the Eastern European region by 19 April 2002 (17:00 GMT). These nominations shall be considered by the Board members and a decision be taken on their selection as panel members in accordance with rule 29 of the rules of procedure.
  • Considered the document entitled " Work on definitions to develop recommendations to COP 8 on simplified modalities and procedures for small-scale project activities under the clean development mechanism ".

At its second meeting 14-16 January 2002 in Bonn, the Board:

  • Agreed to launch a panel at its third meeting to develop recommendations to the Board on simplified modalities and procedures for small scale project activities (section V of the draft work plan).
  • Designated Mr Ashe and Mr Okamatsu to serve as chair and vice chair, respectively, of the panel.
  • Agreed to circulate detailed draft terms of reference for the panel and competence requirements for panel members for comments. They shall be decided upon, if appropriate, prior to the third meeting via its list serve. After a decision is taken by the Executive Board, the secretariat shall post, on the CDM website, the invitation to experts to submit their applications and shall compile a list of applications and a short-list for further consideration by the Board, including from the UNFCCC roster of experts.

On 22 March 2002, the Executive Board approved the Terms of reference for draft simplified modalities and procedures (31 KB) and general guidelines for panels, in accordance with rule 29 of it's rules of procedure.
