Please indicate reasons for the request for review
1) The DOE is requested to substantiate how it has verified that the calculation of the baseline emissions (EmBSL) is in line with the revised PDD approved on 06/06/2014. In particular, page 26 of the approved revised PDD prescribed that EmBSL = ∑Qfuel,BSL x EFBSL x pf, whereas the monitoring report gives EmBSL = Qfuel,BSL x EFBSL. This issue was raised by the DOE (CAR E1) and closed because "This parameter is only used for ex-ante ER estimation. During project activity the monitored fuel consumption is applied for ER calculation". However, it has been noted that the ex ante fixed parameter pf represents the baseline fuel consumption pattern rather than the project fuel consumption pattern, i.e. for the buildings PA1 to PA5, PA11 and PA 12, coal was only partially used together with other type of fuel like wood or natural gas. The DOE is requested to substantiate 1) why the pf is not considered for these buildings (PA1 to PA5, PA 11 and PA12) and 2) how it has accepted the use of emission factor of coal (i.e. 94.6tCO2/TJ) for the baseline emission factor of a mixed fuel for buildings PA1 to PA5, PA11 and PA12 (e.g. coal with wood, coal with natural gas, etc).
