Bonn, 12 February 2010 – The Executive Board of the clean development mechanism (CDM) has chosen Clifford Mahlung of Jamaica to chair the Board in 2010, and Pedro Martins Barata of Portugal to serve as Vice-Chair. Mr. Mahlung, who was Vice-Chair in 2009, takes over from Lex de Jonge of the Netherlands. Mr. Mahlung, an applied meteorologist in the National Meteorological Service, Jamaica, was an alternate member of the Board in 2005-2006 and joined the Board as a member in 2008. Mr. Martins Barata is an environmental economist and a senior consultant to the Portuguese Climate Change Commission. He served on the Board as an alternate member in 2008-2009. “Our challenge in the coming year is to fully engage with and draw from CDM stakeholders, with the objective of enhancing quality and efficiency, so that the mechanism can grow to its full potential,” said Mr. Mahlung. “Through regular consultation and further enhancements in transparency, clarity and accessibility of the Board’s decisions we can create a virtuous circle of Board and stakeholder experiences feeding an ever-improving and expanding mechanism,” he said. Of note regarding emissions baseline and monitoring methodologies, the Board approved a methodology for electricity generation from biomass residues in power-only plants. The methodology is a result of work being done to improve the applicability and usability of methodologies, and is part of a deconsolidation of an existing methodology (ACM0006). As part of efforts to extend the reach of the CDM and in response to a request made by Parties when they met in Copenhagen in December (CMP.5), the Board adopted a revised fee schedule to defer the payment of the registration fee for projects hosted in countries with less than 10 registered projects. Regarding accreditation of third-party certifiers, the Spanish Association for Standardisation and Certification (AENOR) was re-accredited and follow-up activities relating to a spot-check of Det Norske Veritas Certification AS (DNV) were closed. The Board also approved a corrigendum to the report of its 51st meeting. Two projects were erroneously included in a list of 10 projects identified as rejected by the CDM Executive Board at that meeting (EB51 report, para. 66). These two projects, “Inner Mongolia Huitengliang Phase II Wind Power Project” (1815) and “Xinjiang Huadian Xiaocaohu the 2nd Phase of No.1 Wind Farm Project” (2413), had provided information requested of them by the Board and should have formed a separate list in a separate paragraph indicating their registration. The error was picked up after publication of the report. Two items of note slated for discussion, grid emission factors and guidance on E+ and E- policies, were put off to a later meeting, due to time constraints. Other important policy discussions, on programmes of activities and revised procedures for registration, issuance and revision, were initiated but not concluded. Provisional agenda for EB53 ------------------------------------------------------- About the Kyoto Protocol’s clean development mechanism The CDM allows emission-reduction projects in developing countries to earn certified emission reduction (CER) credits, each equivalent to one tonne of CO2. CERs can be traded and sold, and used by industrialized countries to meet a part of their targets under the Protocol. The CDM assists countries in achieving sustainable development and emission reductions, while giving industrialized countries some flexibility in how they meet their emission targets. |
