Report and highlights of the CDM EB 47 meeting

Please be informed that the report of the forty-seventh meeting of the CDM Executive Board (26 - 28 May 2009), including its annexes, is now available on the UNFCCC CDM website <https://cdm.unfccc.int/EB/index.html>.

The CDM Executive Board steamed through a loaded agenda at its 47th meeting, taking important decisions aimed at scaling up the clean development mechanism and adding clarity to the Board’s work.
Building on decisions relating to “Procedures for registration of a Programme of Activities as a single CDM project activity” (PoA), the Board clarified that PoAs can involve more than one baseline and monitoring methodology and that project activities can have start dates prior to the registration of the PoA. The Board also elaborated the terms under which project activities may be reviewed.
Typical CDM projects are registered as single projects in single locations. Under PoAs, the rules for which were developed in response to requests from Kyoto Protocol countries, the way is clear for project developers to submit for registration many projects, covering a wide area, under a single ‘programme’ umbrella.
Also in response to requests from Kyoto Protocol Parties, the Board agreed on terms of reference for investigations into the inclusion of carbon capture and sequestration and forests in exhaustion in the CDM. The aim is to have reports prepared in time to brief the Parties when they meet in Copenhagen in December.
In a continuing effort to enhance transparency in the regulatory process, the Board adopted a classification framework to add clarity and improve access to Board decisions, as requested by stakeholders and Parties.
Also, building on the oath taken by Board members and alternate members when they join the Board, the Board adopted a code of conduct to further describe its approach in implementing the mechanism.
Other work of note included revisions to the methodology “Demand-side activities for efficient lighting technologies”, to among other things broaden its applicability, and adoption of a methodology for electricity and/or heat production using fuel cell technologies.

About the Kyoto Protocol’s clean development mechanism
The CDM allows emission-reduction projects in developing countries to earn certified emission reduction (CER) credits, each equivalent to one tonne of CO2. CERs can be traded and sold, and used by industrialized countries to meet a part of their targets under the Protocol. The CDM assists countries in achieving sustainable development and emission reductions, while giving industrialized countries some flexibility in how they meet their emission targets.
