Job openings at the UNFCCC secretariat - CDM and JI-

The secretariat of the United Nations Framework Convention on Climate Change (UNFCCC), located in Bonn (Germany), is seeking to strengthen its capacity to support the clean development mechanism (CDM) and joint implementation (JI), the two project-based mechanisms under the Kyoto Protocol.

The CDM is a unique instrument of international collaboration for addressing climate change and furthering sustainable development. Through investing in a CDM project activity, emissions in the host developing country are reduced. For this reduction, certified credits can be obtained which industrialized countries can use to meet their commitments under the Kyoto Protocol. Furthermore, the host country is assisted in achieving sustainable development and in contributing to the ultimate objective of the Convention. With the entry into force of the Kyoto Protocol in February 2005, the CDM is attracting ever greater interest by governments and private investors worldwide. In order to support the CDM Executive Board in its supervisory and technical functions, the secretariat is seeking professional officers in various capacities, namely for handling CDM methodologies for baselines and monitoring, the registration of CDM project activities and the issuance of certified emission reductions.

Joint implementation (JI) under Article 6 of the Kyoto Protocol provides that a project in an Annex I Party that reduces emissions, or removes carbon from the atmosphere, can earn emission reduction units which can be used by an Annex I Party to meet its commitments under the Kyoto Protocol. With the entry into force of the Kyoto Protocol, the JI Supervisory Committee (JISC) will be set up in late 2005 for overseeing this mechanism. A JI section to undertake preparatory work and to support the JISC is therefore being newly formed in the UNFCCC secretariat.

The UNFCCC secretariat wishes to attract professionals to its CDM and JI teams who are enthusiastic to work in these exciting new fields of project-based mechanisms and who wish to make a major contribution to their efficient, cost-effective and transparent functioning. The following positions are to be filled as soon as possible:

CDM Section - Methodologies Unit
· Programme Officer to lead the unit (P-4 level)
· Programme Officers (three posts at P-3 level to work on CDM methodologies in general, and on those relating to small-scale and afforestation and reforestation project activities).

CDM Section - Registration and Issuance Unit
· Programme Officer to lead the unit (P-4 level)
· Programme Officer (P-3 level)

Joint Implementation (JI) Section
· Programme Officer to lead the unit (P-4 level)
· Programme Officer (P-3 level)
